AIIMS Guwahati has invited an Expression of Interest (EOI) for qualified expert agencies recognised or empanelled by the Ministry of New and Renewable Energy (MNRE) to undertake the design, supply, installation, commissioning, operation, and maintenance of a 2 MW solar power project under the Renewable Energy Service Company (RESCO) model.
This initiative is part of AIIMS Guwahati’s commitment to promoting sustainable energy practices and reducing its electricity costs while also enhancing environmental responsibility. The selected bidder will manage the entire lifecycle of the project, including the installation of the solar power system, procurement of equipment, and its continuous operation and maintenance for 25 years, with AIIMS Guwahati purchasing electricity at a pre-agreed tariff. Importantly, under the RESCO model, AIIMS Guwahati will not bear any upfront costs for the project but will pay for the electricity consumed during the agreement period.
The project will involve several stages, including a feasibility study, system design and engineering, procurement of materials, installation, and synchronisation with the main receiving station (MRS) at AIIMS. Following installation, the system will be tested, commissioned, and maintained by the bidder to ensure optimal performance throughout the 25-year period. The bidder is also required to decommission the system at the end of the agreement. AIIMS Guwahati will provide the necessary land and space for the installation and facilitate the required approvals and clearances while also overseeing the project to ensure that timelines are met and all regulatory standards are followed.
Bidders are required to meet specific qualification criteria, including demonstrating prior experience with at least two similar solar projects of a minimum of 1 MW capacity in the past seven years. Preference will be given to those with prior experience in the RESCO model or long-term Power Purchase Agreements (PPAs). In addition, bidders must have a minimum turnover of INR 100 crores in the last three financial years and prove financial stability. The EOI submission should include a company profile, technical and financial proposals, an implementation plan, a maintenance plan, and a risk management plan, ensuring compliance with relevant laws and standards.
The submission deadline for the EOI is set for January 28, 2025, with all documents to be submitted via the online procurement portal. Further details and submission instructions can be found on the official website of AIIMS Guwahati.
