Abu Dhabi Launches RFP for 1.5 GW Zarraf Solar PV Project
Abu Dhabi’s Emirates Water and Electricity Company has issued a Request for Proposal (RFP) for the 1.5 GW Zarraf Solar PV IPP project, part of a broader plan to boost the emirate’s solar capacity to 10 GW by 2030. Responses due by Q2 2025.

Emirates Water and Electricity Company (EWEC), based in Abu Dhabi, has issued a Request for Proposals (RFP) for the development of the 1.5 GW Zarraf Solar PV Independent Power Producer (IPP) project.
The project is located in the Al Dhafra region of the Abu Dhabi emirate and is set to be a significant addition to the UAE’s growing renewable energy sector. Zarraf Solar PV will be EWEC’s fifth utility-scale solar PV project, contributing to the company’s strategic plan to increase Abu Dhabi’s solar power capacity to at least 10 GW by 2030.
The project aims to further the emirate’s commitment to sustainability and clean energy, supporting the Abu Dhabi Department of Energy’s Clean Energy Strategic Target 2035, which seeks to meet 60 percent of the emirate’s electricity demand through renewable and clean energy sources. The successful developer or consortium will own up to 40 percent of the project entity, with the remaining equity to be held indirectly by the Abu Dhabi Government.
The Expression of Interest (EOI) for the Zarraf Solar PV project was launched in October 2024. A total of 20 companies and consortiums submitted EOIs, with 16 qualifying for the next stage, submitting Statements of Qualification (SOQ). The deadline for responses to the RFP is set for the second quarter of 2025.
This ambitious project is a part of EWEC’s broader renewable energy vision, which includes a forecasted 18 GW of solar PV capacity in operation by 2035.
