Haryana Governor Promotes Green and Sustainable Production Scheme for Textile MSMEs

A provision of financial assistance has been made in Haryana Aatma Nirbhar Textile Policy 2022-25 for installation of solar rooftops and setting up of effluent treatment plant and zero liquid discharge for textile micro, small and medium enterprises of the state.

The world is warming faster posing numerous risks to not just human beings but all forms of life on Earth. Hence, it has become important to keep global warming to less than 1.5°C. As called for in the Paris Agreement, emissions need to be reduced by 45 percent by 2030 and reach net zero by 2050.

The textile industry is responsible for around 5-10 percent of global greenhouse gas (GHG) emissions due to the energy-intensive processes used in the production, finishing, and maintenance of textiles. However, with the changing times, every sector is doing its bit to embrace sustainability and the textile industry is not an exception. The firms are switching to renewable energy such as wind and solar to reduce carbon footprint and address the issue of climate change.

In pursuance to the Haryana Aatma Nirbhar Textile Policy 2022-25, the Governor of Haryana has notified ‘Promoting Green and Sustainable Production Scheme’ for new and existing textile MSMEs. A provision of financial assistance has been made in Haryana Aatma Nirbhar Textile Policy 2022-25 for installation of solar rooftops and setting up of effluent treatment plant and zero liquid discharge for new and existing textile micro, small and medium enterprises of the state.

Quantum of Assistance for MSMEs

The support for solar rooftop includes capital investment subsidy at 30 percent maximum up to INR 20 lakh in ‘A’ and ‘B’ category blocks and at 50 percent maximum up to INR 40 lakh in ‘C’ and INR 50 lakh in ‘D’ category blocks on eligible capital investment for installation of solar rooftops to all categories of textile MSMEs.

The procedure for ETP & solar rooftop includes submission of application on prescribed form along with documents to the director general, directorate of micro, small and medium enterprises, on the web portal of the department within 4 months of date of installation or from date of notification of scheme, whichever is later. The application would be processed and examined at the directorate level. The deficiencies, if any, would be communicated to the applicant in writing within a period of 7 days and the applicant would be given a time period of 10 days to rectify the deficiencies so pointed out.

In case, the deficiencies are not removed within prescribed period, the claim shall be filed by the Competent Authority, under intimation to the enterprise through an e-mail.

Release of Grant

For ETP and solar rooftop, the applicant would have to apply for release of grant within one month from date of issue of approval letter. MSME Additional Director or JD/DD of concerned DMC may conduct physical site inspection for verification after receiving the application from release of grant. After the installation of ETP or solar rooftop, the grant is released.

In case of ETP and solar rooftop, the applicant shall forfeit its entitlement for the assistance, if it does not submit its claim, complete in all respects within three months after installation of equipment(s) or from the date of notification of the scheme, whichever is later.

As per a joint report released by Institute for Energy Economics and Financial Analysis (IEEFA) and Ember earlier this year, Haryana happens to be one of the important states in India to make progress in renewable energy.
