Kerala Floats Tender for 200 MW Solar Project

The Kerala State Electricity Board (KSEB) has announced that it has floated a tender for the development of 200 MW of grid-connected solar photovoltaic (PV) projects in Kerala. The project is to be developed on Independent Power Producer (IPP) mode and the time limit for the submission of bid is February 1, 2019. 

The scale of work includes the selection of site, possession of land, obtaining compulsory approvals from apt authorities, design, engineering, construction, testing, and commissioning of the grid-connected solar PV project.

The tender retain that a single bidder must bid for a minimum 1 MW capacity and the upper ceiling for tariff has been fixed at Rs 3.50 by the KSEB.

Kerala State Electricity Board will go into a 25 years power purchase agreement with the successful bidder and the timeframe for the completion of the project is 21 months from the date of signing the PPA.

According to the KSEB, “After a period of 15 years from the commercial operating date (COD) of the project, the minimum capacity utilization factor (CUF) will be reviewed based on past performance and will be brought down up to 14 percent to take care of panel degradation.”
